Scout reads the RFT for hard blockers: the prequalifications, licences, certifications and clearances you would need to hold already. It checks each against your profile and gives a verdict: Go, No-go, or Your call when it cannot be sure. You can always override it.
- Anything your profile doesn’t answer is marked unknown, never guessed.
- Things you can arrange after award, like insurance, never count as blockers.
